"Concerted efforts are needed at both the European and national level, to change the legal framework and enable the Regions to have direct access to the relevant financial instruments and programmes of the EU," stressed the Regional Governor. She referred to the recent Report of the Congress on "Reception and Integration of Refugees / Migrants into Local Communities", underlining the "need to activate a common European migration and asylum policy on the basis of a fair sharing of responsibility, without exclusions, putting up fences and closing borders". "The migration / refugee phenomenon is here to stay" – it requires setting up policies and structures that can make this phenomenon a factor of growth in local communities," noted the Regional Governor.
